The meeting was called to order at 4:00 P.M. by Mayor Capellini on the above date in the Second Floor City Hall Conference Room.

COMMISSION ACTION

 

FLORIDA MUNICIPAL LOAN COUNCIL

 

City Attorney Andrew Maurodis read the following ordinance:

 

ORDINANCE 2000/037

 

AN ORDINANCE  OF  THE  CITY  COMMISSION  OF  THE  CITY  OF  DEERFIELD BEACH, FLORIDA, AUTHORIZING THE NEGOTIATION OF A   LOAN  IN  AN  AGGREGATE AMOUNT NOT TO EXCEED $2,821,152.50   FROM  THE  FLORIDA  MUNICIPAL LOAN COUNCIL;  APPROVING THE   ACQUISITION,  CONSTRUCTION AND ERECTION OF CERTAIN CAPITAL   PROJECTS;  APPROVING  THE EXECUTION AND DELIVERY OF A LOAN   AGREEMENT   WITH   THE  FLORIDA  MUNICIPAL  LOAN  COUNCIL;   APPROVING  THE  EXECUTION  AND DELIVERY OF A BOND PURCHASE   AGREEMENT;  APPROVING  THE  EXECUTION  AND  DELIVERY  OF A   DISCLOSURE  AGREEMENT;  PROVIDING CERTAIN OTHER MATTERS IN   CONNECTION WITH  THE MAKING OF SUCH LOAN; AND PROVIDING AN   EFFECTIVE DATE                                  

 

A motion to set public hearing for November 7, 2000 made by Commissioner Clarke-Reed and was seconded by Commissioner Trinchitella. Roll call showed: YEAS: Commissioner Clarke-Reed, Commissioner Trinchitella, and Mayor Capellini. NAYS: None.

 

CITRUS CANKER ERADICATION PROGRAM

 

City Manager Larry Deetjen updated the City Commission on the Florida Department of Agriculture's Citrus Canker Eradication Program.  Pompano Beach filed for an injunction and the City of Deerfield Beach filed an amicus curiae brief with the court in opposition to the cutting of the trees.

 

City Attorney Andrew Maurodis read the following resolution by title only:

A  RESOLUTION  OF  THE  CITY  COMMISSION  OF  THE  CITY OF   DEERFIELD  BEACH,  FLORIDA,  SUPPORTING  THE INITIATION OF   LEGAL PROCEEDINGS BY THE CITY OF POMPANO BEACH AGAINST THE   FLORIDA  DEPARTMENT  OF  AGRICULTURE AND CONSUMER SERVICES   AND  ITS  COMMISSIONER,  BOB CRAWFORD; AND AUTHORIZING THE   CITY  ATTORNEY TO FILE AN AMICUS CURIAE BRIEF OR ANY OTHER   APPROPRIATE  PLEADINGS IN SUPPORT OF THE ACTION BROUGHT BY   THE  CITY  OF  POMPANO  BEACH AND ANY OTHER SIMILAR ACTION   BROUGHT BY A MUNICIPALITY OR COUNTY
